Late 19th or very early 20th century and British I believe, it's a miniature treen bottle, which I believe was an advertising give away from a liquor company, containing three bone dice inside which would be used for the popular European game 421 (google it to find the rules). I can't quite read it but there is text on one side in the format of a liquor label; I believe I see the words "Queen" and "Whiskey"! I've
